Comprised of all Member bodies and holds a bi-annual ordinary session.

2. Executive Council.
 Comprised of fifteen members and is chaired by the host country.

3. Permanent Program Committee
Comprised of a number of Member States.

4. Permanent Financial and Administrative Committee
Comprised of nine states.
